Palestine TechnoPark Signs Memorandum of Understanding with the Ministry of Labor to Advance Entrepreneurship and Innovation

In line with the Palestinian government’s strategic direction to strengthen the digital economy and support entrepreneurial initiatives, Palestine TechnoPark has signed a Memorandum of Understanding (MoU) with the Ministry of Labor to enhance collaboration in fostering entrepreneurship, innovation, and sustainable job creation across Palestine.

The MoU was signed by H.E. Dr. Enas Attari, Minister of Labor, and Eng. Ala Alaeddin, Vice Chairman of Palestine TechnoPark’s Board of Directors, reflecting a shared commitment to addressing unemployment challenges and unlocking new opportunities for inclusive and sustainable economic development.

This partnership comes at a critical time as Palestine continues to face significant economic and social challenges, including rising unemployment rates. Through its 2025–2027 strategic plan, the Ministry of Labor aims to implement impactful interventions that reduce unemployment while strengthening an innovation-driven entrepreneurial ecosystem.

The agreement seeks to institutionalize and develop Palestine’s entrepreneurship ecosystem within a unified national framework. It addresses key gaps such as fragmented services, limited access to funding and information, and barriers faced by youth, women, and marginalized groups in accessing entrepreneurial opportunities.

As part of this collaboration, both parties will work together to implement core components of the National Entrepreneurship Initiative, including:

  • Development of a National Entrepreneurship Portal: A comprehensive digital platform connecting key ecosystem stakeholders, including startups, incubators, and investors.
  • Provision of Digital Tools and Services: Enabling entrepreneurs and stakeholders to access resources and support through an integrated online system.
  • Creation of a National Procedural Guide for Entrepreneurship: Clarifying legal and administrative pathways for business establishment, registration processes, and intellectual property protection.
  • Capacity Building Programs: Targeting an initial cohort of 50 entrepreneurs across key sectors such as technology, green energy, and agriculture.

The MoU also includes joint efforts to explore and develop mechanisms for establishing a Palestinian National Entrepreneurship Fund, aimed at providing sustainable financing solutions to support startups and enable their growth and scalability.

Importantly, this initiative is designed as an open national platform, extending beyond Palestine TechnoPark as an implementing partner to include all relevant stakeholders—public and private sector institutions, universities, incubators, and entrepreneurship support organizations across all areas. The Ministry of Labor encourages active participation from all partners to ensure broader impact and collective ownership of the national entrepreneurship agenda.

H.E. Dr. Enas Attari emphasized that this partnership represents a practical step toward empowering Palestinian youth and promoting a culture of innovation and entrepreneurship. She highlighted the importance of collaboration between the public and private sectors in building a resilient and sustainable national economy driven by entrepreneurship and job creation at both local and global levels.

Eng. Ala Alaeddin noted that Palestine TechnoPark will leverage its expertise and infrastructure to support the implementation of the initiative, providing technical and technological support for developing digital platforms and delivering training programs that enhance startup readiness for investment and expansion.

Both parties agreed to establish a joint committee to oversee the implementation of the MoU, hold regular coordination meetings, and ensure the achievement of its objectives while adhering to the highest standards of confidentiality and data protection.
